About the Author
Former Secretary-General of the Lok Sabha Secretariat from 1984 to 1990, Subhash C Kashyap is a well-known political scientist, an expert on the Indian Constitution, Constitutional Law and a distinguished scholar. He also headed an International Centre for Parliamentary Documentation, IPU at Geneva till 1983. He was Honorary Constitutional Advisor to the Government of India on Panchayati Raj Laws and Institutions. He is also recipient of several prestigious awards for his books on Constitution, Law and Political Science.
He was conferred the Padma Bhushan Award for his contribution in the field of Public Affair in 2015. At present Subhash Kashyap is an Honorary Research Professor at the Centre for Policy Research, New Delhi. He was also a Member of the National Commission to Review the Working of Constitution and Chairman of its Drafting and Editorial Committee. He was awarded the honorary title and degree of Commander of HOASF (Honorary Order of the Academy of San Francisco) for services in the field of Constitutional Law. He received the Motilal Nehru Award two times, and the coveted Jawaharlal Nehru Fellowship of 1996-98; he is also the recipient Vidur Samman, the Rajiv Smriti Samman, the Vidhi Seva Samman and the Great Son of the Soil Award and many more such awards.
